2025 Hillsborough and Polk County's Annual Ornamental Production Estimates

The ornamental horticulture nursery and greenhouse industry contracted again for the fourth year in a row in 2025 in both Hillsborough and Polk Counties in Florida.  Hillsborough County growers produced an estimated $172 million in nursery and greenhouse plants.  This decreased 1.1% from the year prior, which was then about $174 million in 2024.  The average annual wage paid to someone employed in this sector in 2025 was $46,136 or $22.18/hr.  This is about a 5% increase over last year's average annual wage of $43,865 or $21.09/hr.  

In Polk County, growers produced about 3.7% less than 2024 with nursery and greenhouse sales estimated at about $51.5 million in 2025, as compared to $53.5 million in 2024. The average wage reported in Polk County was $43,387 or $20.85 per hour. Last year's average wage was $41,512 or $19.96/hr. or an increase of 4.5%.   

Both counties have seen a decrease in sales since the last increase in nursery production seen in 2021, when Hillsborough nursery sales were $308 million and Polk produced about $65 million.

Compost Use Saves Money on Potting Soil



Container potting soil might not be your most expensive input, but according to national industry statistics, if you produce ornamental plants in containers, it is probably the second biggest expense after labor.  What if you could save 13% to 25% on potting media costs for each container produced?  What if you could save irrigation and fertilizer as well, with a simple change?  Those are some of the results that we found with a simple addition of an input and changing the container media.   

Over the last few years, we have been working on adding horticultural-grade compost to regular container media to "stretch" the mix and reduce peat usage. We have used combinations of potting media that we blended, composed of compost and pine bark as well as replaced potting media with percentages of compost and compared it to the growth of the normal container media mix for Central Florida. In both cases, compost matched up.

When we blended a mix of 70:30 and 60:40 pine bark:compost and compared it to the standard grower mix (¾” composted pine bark (50%), Florida peat (40%), and hardwood (10%), and grew crapemyrtles, we found that the one gallons all grew the same; no statistical differences in height and width (Fig 1).

We then stepped up those one-gallon container plants and replanted them into three-gallon containers and continued to grow them in the same soils as they started.  When those plants were ready to harvest, height and width were measured, there were no differences in height, but compost soils were slightly wider than the standard with 30% compost being the widest plants. 

In our demonstrations of replacing a portion of potting soil with 20% or 40% compost we found similar results with ixora, crapemyrtles, New Guinea impatiens, and a variety of vinca (another variety did worse than control).  All plants grew similarly.  Amazingly, when compost was substituted, plants needed 20-25% less water and 61% less fertilizer. The media costs were reduced by about 25% or about $0.23 per #3 container. The key takeaway was that irrigation had to adjust lower to accommodate a more water holding media.

The utilization of compost is a great way to reduce production costs; irrigation run times and increase economic and natural resource sustainability.  Growers will need to trial varieties and change how they water to gain savings.  Some plants may not do well in compost.  Also, growers will need to use high-grade, mature compost from a reputable source (ours was donated by Veransa, Seffner) to avoid pH or nutrient concerns.  It also seems that 20-30% compost is a safe proportion to use, but again testing for your plants and nursery will influence that amount.

Ornamental Horticulture in Hillsborough and Polk Counties Down Again in 2024



The ornamental horticulture nursery and greenhouse industry contracted again for the third year in a row in 2024 in both Hillsborough and Polk Counties.  Hillsborough County growers produced an estimated $174 million in nursery and greenhouse plants.  This decreased 1.4% from the year prior, which was then about $176 million in 2023.  The average annual wage paid to someone employed in this sector in 2024 was $43,865 or $21.09/hr.  This is about a 4% increase over last year's average annual wage of $42,214 or $20.30/hr.  

In Polk County, growers produced about 14.5% less than 2023 with nursery and greenhouse sales estimated at about $53.5 million in 2024, as compared to $62.6 million in 2023. The average wage reported in Polk County was $41,512 or $19.96 per hour. Last year's average wage was $39,123 or $18.80/hr. or an increase of 6.2%.   

Both counties have seen a decrease in sales since the last increase in nursery production seen in 2021, when Hillsborough nursery sales were $308 million and Polk produced about $65 million.

Do Rice Hulls Prevent Weeds in Woody Ornamental Container Production in a Central Florida Growing Environment? Part II




Exploring Rice Hulls as a Cost-Effective Mulch in Florida's Nursery Production*

In the world of ornamental container production, weed control is a formidable challenge, consuming significant time and resources. While methods like preemergent herbicides, mulches, and hand labor are commonly employed to combat weeds, each has its drawbacks. An innovative approach gaining traction in west-central Florida is the use of rice hulls (RH) as a mulch. I have mentioned rice hulls in a previous post (https://hortagent.blogspot.com/2023/05/do-rice-hulls-prevent-weeds-in-woody.html) and wanted to follow up with the research that we conducted. We have determined that rice hull scan stop small weds from germinating but the question that lingered was the economic cost; our research delved into this question.  

The Rise of Rice Hulls in Weed Control

Nursery production in Florida is heavily reliant on hand labor to manage weed growth, particularly in aged crops. Traditional methods such as preemergent herbicides and mulches have been effective in reducing weed emergence and biomass, but they come with certain limitations. Preemergent herbicides, for instance, can impact the growth of ornamental plants and pose environmental risks through runoff. On the other hand, mulches can drive up production costs due to material and labor expenses.

Rice hulls have emerged as a promising alternative. These hulls are the waste product left behind after rice grains are processed. When processed and dried, they form a dry, granular material that can be used as mulch. Research has shown that rice hulls can reduce the germination of small-seeded weeds like bittercress and creeping woodsorrel. However, until now, there has been a lack of cost/benefit analysis to guide growers in making informed decisions about their use.

The Research Methodology

Two studies conducted at a container nursery in Plant City, Florida, aimed to evaluate the efficacy of rice hulls as mulch. The first study, conducted in June 2023, involved recycled rice hulls re-used from the previous season. Bottlebrush liners were potted into containers, and preemergent herbicide was applied. Containers were then divided into two treatments: one with no rice hulls (NH) and one with a top-dress of rice hulls (RH) at about an inch thick on the surface of the pot. The study monitored weeding time and weed fresh weight over 12 weeks.

The second experiment, conducted in February 2024, used newly purchased rice hulls and involved Eagleston holly liners. This study was similar in design to the first, with data collected over eight weeks.  In both studies, overhead irrigation was used.

Results and Discussion

The first experiment revealed high weed pressure throughout the study period. No significant differences in weeding time and weed weight were observed between the RH and NH treatments. Despite the assumption that rice hulls would reduce weed growth, the recycled hulls did not prove effective, likely due to degradation that occurred from the first season's use and the water absorption property they exhibited.

The second experiment showed lighter weed pressure. While the RH treatment required less weeding time, it did not significantly reduce weed fresh weight compared to the NH treatment. Additionally, using recycled rice hulls did not offer any cost benefits, as they were more expensive to employ requiring additional handling and storage.

Economic Analysis

The economic analysis revealed that rice hulls were not a cost-effective solution for weed control. Fresh rice hulls added $105.18 per 1,000 containers in material and labor costs for application and season weeding, while hand weeding every two weeks, and preemergent herbicide costs were significantly lower ($28.54). The use of recycled rice hulls also proved uneconomical due to reduced effectiveness and additional costs.

Conclusion

Based on our research, the use of rice hulls as mulch for weed control in container plants is not recommended under the experimental conditions. While they show potential, the costs associated with their use outweigh the benefits. Hand labor combined with preemergent herbicides remains the more economical approach.  Future studies may explore ways to reduce costs, such as bulk purchasing, reducing transport costs, or automation of rice hull application, but for now, rice hulls do not offer a viable solution for Florida's nursery growers when they are applied by hand at planting.

Ornamental Production in Hillsborough County Saw Slight Decline in 2022

After four years of increasing ornamental plant production, Hillsborough County growers decreased their annual output slightly by -6.5%.  Estimated annual sales of ornamental plants were approximately $288 million in 2022 compared to $308 million in 2021.  The average annual wage paid to someone employed in this sector in 2022 was $37,442 or $18.00/hr.  This is about a 1% increase over last year's average annual wage of $37,064.  There was an estimated 2300 employees working directly in this sector in Hillsborough County in 2022.

Hurricane Idalia Damage Assesment

Hurricane Idalia struck the Florida panhandle as a Category 3 storm causing severe flooding due to storm surge.  Some crops were also severely damaged due to the high winds and rain.  Speaking with growers in our area of the state, it seems that we got off fairly easily in terms of damage to crops and infrastructure.

Do Rice Hulls Prevent Weeds in Woody Ornamental Container Production in a Central Florida Growing Environment?

 


While making my rounds at various nurseries around the county I am finding more and more managers are utilizing parboiled rice hulls as a source of mulch for early weed control in container woody ornamental plantings.  The question is, "Do rice hulls prove to be both an economical and effective solution for weed control?"  When asking this question, I have a lot of anecdotal evidence of weed suppression during the early growth stage of container plant production, but I have very few facts to back up whether there is an economic benefit when comparing the cost of materials, labor costs and the difference between traditional weeding and a preemergent herbicide.

There is good evidence that rice hulls can reduce bittercress and liverwort when applied at depths of ½” to one inch thick on the surface of container soil (Atland, 2019).  Mulches play a crucial role in inhibiting weed growth by creating an unfavorable environment for seed germination. By covering the substrate surface, mulches restrict the access of small weed seeds to essential resources, such as stored energy and nutrients. However, most mulches eventually decompose and become conducive to weed germination, limiting their long-term effectiveness. 

Effective mulches for container crops should possess specific characteristics, including low nutrient content, quick drying properties, and resistance to decomposition. Rice hulls exhibit these desirable qualities, making them a potentially good choice for preventing the establishment of some weeds.

I have seen sawdust or shredded wood being used at nurseries but when I tested the cost and effectiveness in an experiment, there were no economical and no practical benefits compared to hand-weeding and preemergent herbicides. 

Dr. Chris Marble (UF Weed Scientist) and I did a mulch study and published the results. We found that large pine bark nuggets did well restricting weeds but when compared to thin plastic (the kind used for strawberry or vegetable fields); plastic mulch wins hands down (Marble et al, 2019). 

In another study of plastic mulch for weed control, I demonstrated that plastic mulch almost eliminated weeds, reduced water loss, reduced the need for irrigation, and reduced the leaching of fertilizer (Steed et al, 2018). I did find that plants grew slower in plastic mulch, but I speculate that it was due to the lack of leaching irrigation and a dramatic increase in EC and decrease in pH over the growth time.

Soon we will be experimenting with rice hulls and let you know whether it is a good idea to use them as a weed control method or not.

Business Outlook 2019

I learned at an early age, while fishing from a jon boat in the Everglades, to always keep an eye on the horizon for stormy weather.   I remember a particularly bad storm that blew in from the northwest behind a high levee we were aside (facing east). It was on top of us before we could start the motor and outran our low “h.p.” engine on the race home.  We had a real small motor on that boat and I am sure that the “h.” stood for hamster because there were definitely no horses pushing us that day while we laid low in the boat and prayed lightning wouldn’t strike us.   Watching the horizon for storms is also a good idea for the nursery business and the business cycle in general. 

As we turn another year over, it is probably a good place to start to check the business “horizon” in the year ahead.  Looking at the “skys,” the weather seems decent and the near forecast (two quarters out) looks good at about a 2.5 - 2.7 % GDP increase (IMF, The Conference Board).  However, there might be some clouds brewing on the distant horizon. 

A notable leading indicator of recession is the spread between the 10-year Treasury note and the three-month Treasury bill.  This can be an indicator of recessions about a year in the future.  When the yield spread between the two drops below zero, a recession may be on the horizon.  Although this doesn’t exactly couple, there is increasing probability with the inversion of the spread (going below zero).  If you would like more information on this topic here is the research paper  https://www.newyorkfed.org/medialibrary/media/research/current_issues/ci2-7.pdf?utm_campaign=JM-305&utm_medium=ED&utm_source=ska

As I write this, the yield spread is 0.26 and we can see as a predictor that there is about a 19% chance of a recession this year.  I would feel confident going out in the jon boat without a rainsuit if this were a rain chance.  However, the trendline seems to show that the inversion will occur between Q1 or Q2 in 2019.  That would put the risk of a recession increasing and a forecast for a recession event about Q2 2020.

Another useful economic indicator tool is the Econ P.I. site.  (www.econpi.com) by David Rice.  This is a conglomerated graphing of 19 economic indicators and shows rate of change and an overall mean computed.  Depending upon which quadrant of the graph the means are calculated, informs where the business cycle is and where it is moving. Some of the indicators are turning negative and his computation is showing an aggregate mean moving towards an indication of a slowing economy.

Even with all the vagaries in the economy, we still have a predicted good year ahead of us.  The prediction is that the US will have about a 2.7% growth in GDP for 2019 (Conference Board). Which should translate into a good business environment.  The architectural billings index for Nov. 2018 showed a slight uptick above 50 for the Southern region, which translates towards a slight increase in architectural services for non-residential construction and is a forecast of about 9-12 months of building in the future. 

So, if I was making the forecast (and I am no economist), as things stand, this should be a decent year for our industry.  For crops that are looking at a multiple year production cycle (trees, palms, etc) start thinking about how you can weather a recessionary storm if one happens in 2020.   Whatever you grow, now is the time to check your “business engine h.p.” and ditch the hamsters.  Make sure your horses can outrun or out-weather the potential storm if it brews up. 

Another thing I learned, is that when it comes to predicting weather, economy, or fishing, sometimes your guess is probably as good as the experts. We still have a long way to go to getting those forecasts right.

Labor and Profit Margins

Labor is the most expensive cost of producing ornamental plants and these costs have gone up 30% in the last ten years.  If you aren't focused on how to reduce labor costs while growing plants then profits will continue to be elusive.

Shrinking Profit Margins

One of the biggest problems we are faced with in the environmental horticulture industry is shrinking profit margins.  Our input costs have been rising and our sales prices have remained relatively flat.  Ever wonder by just how much your costs have gone up?

2017 1Q and 2Q,Sees Decline in Hillsborough/Polk Environmental Horticulture Production Output

I just ran the numbers for the estimated output of the environmental horticulture industry value for the first and second quarter of 2017 and was surprised to find a decline in value for both Hillsborough and Polk Counties.  With all the construction that is being done around the area, I was sure that the numbers would have increased.  What is a bit surprising, is that in the 2016 estimate, annual output was down about 8.4% in Hills. Co. and almost 9% in Polk County.  The beginning of this year we are looking at about a 2% decline in Hills. Co. and about a 3% decline in Polk County compared to 2016, at an annualized rate.  This will erase all the gains we have seen post-recession for the industry in these two counties.
There are some assumptions with these estimates: labor productivity is staying about the same for the years and is calculated at 37.5% of total expenses and about half of the industry doesn’t report labor costs to the state. These numbers are also before the hurricane season and it will be interesting to see what the annual numbers turn out to be in six months’ time.
According to the DPI list of registered nurseries in 2017 (which can be anything from a back yard to a full blown wholesale operation), we are down about 50 in Hillsborough to 350 (-12.5%) and 30 in Polk to 207 (-11.9%).

Work on the Boards Down

The American Institute for Architecture has just released Architecture Billings Index (ABI) for the month of December. This index is a leading index of nonresidential building construction approximately 9 to 12 months into the future.  The idea is that construction firms make architectural plans and are billed prior to constructing the buildings in the future.  The ABI is centered around a value of 50.  Scores above 50 indicate an increase in billings and below 50 indicate a decrease in architectural billings.  The ABI score for November was 49.8, in December it fell again to 48.5.  This generally would mean a potential downturn in construction spending on nonresidential projects in the future.  Some good news is that on a regional average, the ABI for the southern region (a 3 month moving average) was 51.2.   For more information on this topic you can check out this link  http://www.aia.org/press/releases/AIAB101427

Environmental Horticulture Outlook 2014

For those of you wishing you had a crystal ball to look into the future of the environmental horticulture production industry for 2014 here is as close as it gets.  UF/IFAS Food and Resource Economics Department (FRED) Dr. Hayk Katchatrayn and Dr. Alan Hodges give their perspective for the Florida Nursery and Landscape Industry for 2014.  Overall in their opinion it looks like there will be a similar year as last year. Factors that will affect the increase of sales will be the housing and construction market, homes sales, consumer sentiment, and general employment.  Increases in these areas will generally lead to support in sales of environmental horticulture products.  As an industry we need to be exacting in knowing our costs and diligent in finding new market outlets for our products to increase sales and profit growth.  Remember we are in a mature to declining industry where competition abounds forcing a downward movement in prices.  A bright spot however on the horizon looks to be the landscaping market.  This segment of the industry still seems to have some growth left in it.  Here is Dr. Katchatrayn’s 22 minute report that you can download and view yourself just follow this link.  http://tiny.cc/greenreport2014

How's Your Business?

We have all heard the adage, "To measure is to know."  How are you doing as a business?  How are you doing compared to your peers?  What is your return on all the hard work you are doing?  Is it worth it?  Are you losing or making money year over year?  Is this money better off in another type of  investment other than growing plants. You can't answer these questions unless you take a little bit of time to do some measurements.  Drs. Paul Fisher, Alan Hodges, Charlie Hall and Bill Swanekamp, have written a paper that was in the OFA Bulletin May/June 2012 edition that discusses the importance of benchmarking your business.  This article deals with young plant and bedding plant producers.  It also gives the stats of their operations to see what is the industry average. 
Benchmarking is a process that allows you to see how your business is doing in comparison to others in the same business.  This is a great way to find strengths and weaknesses in your operation and take management decisions to improve on the overall outcome of your balance sheet.

For those of you who want to see how a broader perspective of the nursery industry are doing and how you compare there is the Horticulture Business Analysis System.  This is a UF/IFAS program that allows you to use your income statement and input your values into the system to see how you compare with others in the same business.   Currently the system has data for greenhouse tropical foliage, shadehouse tropical foliage (South Florida), container-grown woody ornamentals, field-grown woody ornamentals, flowering plants, bedding plants and cut foliage (ferneries).
