District Declares Phase I Water Shortage in Central and Southern Regions



The Southwest Florida Water Management District's (District) Governing Board voted today to declare a Phase I Water Shortage for the District’s central and southern regions, which include Charlotte, DeSoto, Hardee, Highlands, Hillsborough, Manatee, Pasco, Pinellas and Sarasota counties.
The primary purpose for a Phase I water shortage is to alert the public that watering restrictions could be forthcoming. The order also requires local utilities to review and implement procedures for enforcing year-round water conservation measures and water shortage restrictions, including reporting enforcement activity to the District.
A Phase I water shortage order does not change allowable watering schedules, however it does prohibit “wasteful and unnecessary” water use.
The District considers both natural water resource conditions and the viability of public water supplies when deciding to declare a water shortage order – that means, restricting the amount of water the public can use.
The District has worked diligently with our partners to implement water conservation programs and develop alternative water supplies. Even though we are experiencing drought conditions, there is still an adequate water supply available to the public.
Florida’s dry season runs October through May and April is historically one of the driest months of the year. The District encourages water conservation year-round, and offers many tips to reduce water use and additional information on our website at WaterMatters.org/Conservation.

El Nino Summarized

Will Climate Change Affect Your Farm?

The short answer is yes!  Rising temperatures have negative consequences to your business.  In an interesting paper from the National Bureau of Economic Research (NBER) authors Tatyana Deryugina and Solomon M. Hsiang in a paper entitiled "Does the Environment Still Matter? Daily Temperature and Income in the United States" report, that rising temperatures affect the productivity of workers' output.  This make a lot of sense around here (just try mowing the yard on a hot afternoon and watch what happens to your productivity).  They suggest that productivity per individual workday declines 1.7 percent for each 1 degree C (1.8 degrees F) rise in temperature above 15 degrees C (59 degrees F) when statistics are looked at.  A shocking $20.00 per day, per person, is lost in a county when a weekday is above 30 degrees C (86 degrees F).  Now this is a survey of the entire economy in a county but it was determined that farm incomes contribute most to that loss.

In another thought provoking paper from NBER entitiled "Climate and Conflict" concluded after looking at 55 econometric studies linking climate and potential conflict, that indeed rising temperatures provoked rising conflicts.  Conflicts could be defined as interpersonal conflict, which includes domestic violence, road rage, assault, murder, and rape, as well as group conflict which included  riots, ethnic violence, land invasions, gang violence, civil war, and other political instability which might not be what would happen at your nursery but does happen in other countries.  And this type of conflict increase even faster at an average of 11.3 percent for each standard deviation rise in temperature.

So, in light of this data on a economy wide, macroeconomic basis, it might be interesting to look at this on a nursery or micro-economic basis and see how workers' productivity and comfort might be improved to increase the overall farm output for better year end results.  For more information on this research, here is a link to the NBER.  http://www.nber.org/digest/apr15/w20750.html  Let me know what are your thoughts about this data, you can comment a post on this blog.

Hurricane Season 2012 Predictions


The latest hurricane prediction information is now out from Drs. Klotzbach and Gray from Colorado State University's Department of Atmospheric Science. For Florida, it looks like the team is predicting a relatively mild hurricane season. A few factors such as a cooler Atlantic Ocean temperature and a possible El NiƱo event occurring this fall seemed to be aligning for minimum hurricane pressure for Florida.  They are predicting 10 named storms and two major hurricanes for the Atlantic basin.  For detailed information regarding this report here is a link for you to check out.  http://tropical.atmos.colostate.edu/forecasts/2012/apr2012/apr2012.pdf

La Nina at Play this Fall and Winter

The National Oceanic Atmospheric Administration (NOAA) climate scientists are predicting that the La Nina that we had last year will continue to be a multi-year phenomena and may increase in strength this fall.  The current La Nina is not as strong as it was last September but one half the models predict it will strengthen this fall and winter.  This will place our overall winter weather as drier and warmer than usual.  This doesn't mean that we might not get a cold freezing blast but it means that for the most part the overall seasonal weather will be averaged to be warmer and dryer.

Stormy Clouds on the Horizon...

If the economic turmoil is not enough for you, here is a report from Colorado State U. about the forecasted hurricane season.  In summary, Dr. Gray and his team are predicting a more active season than usual this year.  Their estimation is for activity to be 175% of  the normal hurricane season.  They also report about a 50-50 chance for a direct hit on the east coast of the US including Florida.  His team is predicting 16 named storms for this season including 9 hurricanes and 5 major storms (category 3-4-5 storms) for this season. A typical or "normal" season averages about 10 named storms, 6 hurricanes, and 2.3 major storms per year going back 50 years.  If you would like to peruse the actual report here is the link.  http://tiny.cc/cys8i

With this in mind make sure that you have a hurricane plan in place.  The season starts June 1, 2011.  Remember that hurricanes don't care when the start date of the season begins.  Check your generators, and your back ups, take inventory of equipment, chemicals, and nursery stock.  Print out your customer, employee, and accounting information prior to a storm and keep it in a safe place.

La Nina

It looks like we are in the La Nina climate cycle of the El Nino-Southern Oscillation (ENSO) this winter and predictions are that it will extend into the spring. This means that we are generally going to experience a warmer and drier than average winter. What does that mean for my neck of the woods and what does that mean for my production of plants? How will my operation be affected? Well here are some things to think about.

This graph shows higher than usual temperatures during the winter for the Tampa area when looking at the averages of the La Nina years.


I find that this is an interesting graph as it shows that we might have more freezes than usual depending upon whether or not the La Nina is strong or weak even though overall winter temperatures may be warmer.

How does this affect production? If you are scheduling plants for a particular week remember the growing degree days will be higher and therefore development of plants will be more rapid. It means that you will probably use more water as water loss from the plants is a function of temperature. That might mean that your costs might be slightly higher for production. It means that you will more rapidly use fertilizer if you are using controlled release fertilizers. It means that spring sales will probably start a little earlier and you should have your labor lined up for production, shipping, and delivery. It means pests may stick around longer and start earlier and you will need to be vigilant. It means you shouldn't think that freezes wont be a problem this winter. They might and you will need to keep an ear to the forecast. I'm sure that you can probably think of a few other ways that this climate phenomenon will affect production. Hurricane Season Predictions


This year is seemingly being predicted as an "very active" hurricane season. Dr. Gray's team at Colorado State University is predicting 18 named storms, 10 hurricanes and 5 major hurricanes (Category 3-5 intensity). What exactly does that mean? Well, His research is stating that this season is having similar conditions to the 2005 hurricane season which was one of the most active ever, causing the most loss of property and one of the deadliest seasons on record. This is the same year that Dennis, Katrina, Rita and Wilma hit the US. If this is an early indicator of the season coming up I hope that you prepare for it. It is much easier to clean out ditches and pick up possible debris before you have a deadline to get it done in the face of an approaching storm. It would be a good idea to clean out ditches at the beginning of the rainy season anyway. Also check on insurance, generators, equipment, etc. early so there are no surprises. And have a preparedness plan!!!

El Nino is Back!

I was once having a discussion on climate change with a teacher. He told me, "The weather men can't tell me what is going to happen tomorrow, how do they know what is going to happen in the future with the climate." Now whether you believe this line of reasoning or not is up to you. I do know that climatologists are telling us at this time we should expect a weak to moderate El Nino event this fall that should last into next year. They also caution that it could strengthen in the coming months.

An El Nino southern oscillation (ENSO) is a change of the surface temperatures of the Eastern Pacific Ocean. It has been noted back in the 1500's off the coast of Peru. It usually occurs around Christmas time. The event name El Nino or The Boy gets its name from happening in conjunction with the birth of the Christ child at the same time. It is characterised by a warming of the surface waters of the Pacific Ocean around the equator. It causes atmospheric conditions such as pressures and winds to change and can produce dramatic weather phenomena around the world.

What does this mean for what is going to happen in your neck of the woods? It means that El Nino pulls the jet stream down further over the South East. This means that during El Nino years we should experience a wetter than normal fall, a really wet winter, around normal spring, and a dryer summer. Rainfall can exceed 30% more than normal for this event. This would be most noticeable during the months of Jan., Feb., and March with rainfall in the 3 to 5 inches per month in this area. The probability of exceeding 4 inches in Jan. is about 80%. The probability of exceeding 5 inches of rain is 78% and the probability of exceeding 6 inches of rain is over 50%(These estimates are based on the publications below). The temperature for El Nino for this area shows that we can expect to see an average temperature of 2 to 3 degrees Fahrenheit below normal for the fall and winter.

What does this mean for production? I would look at how is a wetter winter going to affect my crops and how would colder temperatures affect what I grow. If you are growing crops for a particular time window you may want to add a little more time to finish. If you are holding plants then you may want to make sure to scout for fungi and diseases more regularly. Also look at your pest complex and see if that will make any differences. Another area to look at is how your fertilizers are going to work during a cold, wet winter. Slow release fertilizers generally will release slower during the colder months and nitrogen and potassium will leach quicker with more rainfall if you are growing outdoors. So this would be a deficit to the grower as well as your plants already growing slower due to weather events. This should be taken into account if you are trying to hit a window of market timing.

I hope this helps with some of your predictions and decision this fall growing season. And if we don't see much of a change in the weather my teacher may be correct in his assumptions about weathermen and climatologists.
